What I am saying is I made about 1300.00/month from children and youth for being a foster parent. Do I have to file taxes?

The stipend you receive is not taxable income.

If your foster children meet the dependency tests and were placed by the state or a licensed placement service you may claim them as dependents as if they were your own children.
